Cost Estimator & Operations Research Analyst

The Opportunity:

Do you want to use your financial, analytical, and statistical skills to help the Navy and military clients get the most out of their funding to protect our national security? As a cost estimator and operations research analyst, you will review complex financial and cost data, build cost analysis models, perform cost benefit and cost savings analyses, and design leadership presentations and dashboards. You will work as part of a cross-functional team with clients to translate program requirements into cost estimates by using your knowledge and skills to gather data, document assumptions, and develop Program Office Estimates, Independent Government Cost Estimates, and Life Cycle Cost Estimates, using data science to provide meaningful insight into the data.

What You'll Do:

As an operations research analyst on our team, you'll:

  • Consult on complex financial and cost models extending throughout a program lifecycle for major government clients

  • Present data to leadership through interactive dashboards using data visualization techniques such as Tableau or Power BI, to bring data to the forefront for real-time decision-making

  • Build, manage, and improve complex financial and cost models, including Program Office Estimates, Independent Government Cost Estimates, and cost and ad hoc models

  • Conduct advanced statistical analysis using scripting languages, including Python or R

  • Analyze spend plans and budgetinputs, develop program briefs and acquisition documentation, perform what-if and economic analyses, and participate in a variety of programmatic meetings

  • Develop defensible estimates to help your client successfully navigate various reviews, approvals, and program planning processes

You won't go at it alone; you'll work alongside risk managers, schedule analysts, and data visualization experts to conduct research, prepare graphs and charts, and develop, analyze and interpret cost and financial data for high level government clients.

You Have:

  • 6+ years of experience with general cost estimating and developing and managing Lifecycle Cost Estimates

  • Experience using Microsoft Office products, including Word, Excel, and PowerPoint

  • Experience developing or providing inputs to status briefings and presentations

  • Experience with developing spreadsheets in Microsoft Excel using complex logic-based formulas, including VLOOKUPs or HLOOKUPs

  • Experience with applying statistical analysis to forecast future outcomes or informed decisions

  • Secret clearance

  • Bachelor's degree

Nice If You Have:

  • Experience working on a team in a multi-disciplinary, collaborative environment

  • Experience with the US Government, DoD, or Navy

  • Experience with Crystal Ball, Tableau, Power BI, Power Query, Python, or R

  • Experience in probability and statistics

  • Possession of excellent client and team relationship management skills

  • Bachelor's degree

  • PCEA, CCEA, SCEC, or PMP Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $67,700.00 to $154,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
