We are seeking a Procurement Team Lead and Software Coordinator to lead the operations of the REDD Procurement Team and manage REDD’s software ordering and tracking. You will be the primary POC for all procurement related questions, develop standard operating procedures, and manage REDD’s software purchases.  In REDD, we strive to cultivate a highly collaborative, fulfilling, and even fun environment!

 

As a Procurement Team Lead / Software Coordinator you will...

 

  • Lead the management and development of the REDD Procurement Team processes and procedures, ensuring compliance with APL-wide policies. Collaborate closely with the Lab's central Procurement Group to deliver comprehensive training to department staff to keep them informed of the latest Lab's policies and best practices. Ensure all purchase requisitions generated within the Department are in compliance with APL procedures.
  • Determine distribution of workloads, ordering periods, and reconciliation time across eBuy team members to ensure responsiveness to stakeholders and timely submissions of p-card reports. Determine mitigation strategies for period of high volume to ensure timely processing, coordinating w/ BCFD procurement to prioritize time sensitive requisitions. 
  • Develop enhanced tracking and reporting mechanisms to inform risk areas related to compliance, ordering trends, and metrics to inform team size and training needs.
  •  Lead responses to all p-card audit reviews within REDD, including reviews of split transactions and monitoring p-card report date changes.
  • Establish a collaborative relationship with the Lab’s central Procurement Group to troubleshoot processing delays, develop action plans for unique requirements, and ensure REDD’s priority items are being worked in support of project timelines.
  •  Oversee the management of the Department’s Commercial Off-the-Shelf (COTS) engineering, analysis, science and software development software packages. This includes managing the entire lifecycle of software management, ensuring the Department's inventory, vendor, license count and renewal dates are accurate and renewals are processed in a timely manner.
  • Partner with Enterprise IT teams to ensure software licenses are installed and working correctly on Enterprise license servers. Ensure installation instructions and documentation are developed and distributed to end users.
  • Manage software budgets throughout the fiscal year, perform end of the year forecasts, and develop/present cost containment strategies to Department leadership.
  • Support high volume periods and/or provide backup support to eBuy team members by placing credit card orders, purchase requisitions, and subcontract funding actions.
  • Support special projects relating to financial and business operations as necessary.

 

 


Qualifications

You meet our minimum qualifications for the job if you...

 

  • Have a a Bachelor’s Degree in a business-related or have 5+ years of experience in procurement and/or operations related functions.
  • Are highly organized and detail-oriented
  • Have a positive attitude, an innovative mindset, and the ability to work well both independently and on teams.
  • Possess strong organizational skills and significant experience with MS Office to include MS Excel, Word, and PowerPoint.
  • Have the ability thrive in a dynamic environment, prioritizing numerous concurrent tasks, and work occasional extended hours or travel as needed.
  • Are able to obtain a Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
