Position Summary/Purpose of Position:

Under broad guidance, the Workforce Development Manager develops, implements, and communicates engaging workforce development programs and projects that align with the department’s strategic plan and overall goals and objectives. The incumbent supports FMHR in the administration and management of all talent development programs by developing strong collaborative relationships with operations managers, FM leadership, external partners, and other stakeholders. The WPD Program Manager will identify the people, process, analytics, and technology changes needed for successful implementation, escalating as appropriate, and will coordinate and synchronize the efforts of related project teams. This role works collaboratively with other FM strategic priorities to inform and integrate the program’s efforts around other relevant initiatives. The incumbent monitors and assesses the effectiveness of workforce development programs, making necessary adjustments to ensure continuous improvement. In partnership with FMHR and Strategic Initiatives leadership, identifies and cultivates internal talent. The role creates career pathways, manages the unit’s succession planning and stays current on industry trends and best practices, incorporating these into program design.

Minimum Qualifications:

Education:
A bachelor’s degree in human resources, Project Management, Adult Education, Business Administration, or a related field is required.

Experience:
 
  • Seven or more years of Human Resources experience, at least five, have included designing, implementing, measuring, executing, and/or managing Performance Development and Adult learning programs/projects.
  • At least two years of recent experience delivering high-quality, engaging presentations to adult learners both in person and via distance/virtual learning platforms. 
  • Experience with and high proficiency in Virtual Meetings, Microsoft Office Suite (e.g., Excel, Word, Access, and PowerPoint) and Google Suite.

Knowledge/Skills & Abilities:
  • Knowledge and experience in Performance Development programs within a large organization, preferably in facilities, skilled trades, and/or higher ed institutions.
  • Knowledge of techniques for planning, monitoring and, controlling programs.
  • Knowledge and experience related to project management and implementation of strategic initiatives.
  • Advanced leadership and interpersonal skill with ability to manage up, and down a supervisory chain.
  • Ability to work independently and meet scheduled time frames; manage multiple projects simultaneously; and prepare oral and/or written presentations to senior management.
  • Ability to compile and deliver or coordinate high-quality presentations, workshops, reports, proposals, and written work.
  • Advanced spreadsheet, database, presentation, project scheduling and word processing software skills.
  • Strong analytical and problem-solving skills.
  • Outstanding oral, written and presentation communication skills including the use of computers for correspondence, report writing, curriculum design, presentation preparation email and routine activities.
  • Must be able to simultaneously organize and execute multiple assignments and meet deadlines, while ensuring attention to detail and a high level of accuracy.
  • Must maintain poise and civility under pressure and handle sensitive and confidential matters with diplomacy and tact.
  • Must demonstrate ability to adapt methods to learning differences, and to work with diverse groups at all levels.

Preferences:

Preferences:
  • Fluency in oral and written business professional Spanish and English strongly preferred.
  • Relevant degree beyond the bachelor’s level
  • SHRM/IPMA/HRCI or similar HR certification
  • Strong experience developing program content for skilled & unskilled trades, early-career professionals, supervisors, and managers, preferred.
  • Project Management or similar certification strongly preferred.
  • Familiarity with LinkedIn Learning or similar distance learning media
  • Two or more years of supervisory experience preferred.

Additional Certifications:

If driving a state vehicle, must possess and maintain a valid Class C driver’s license or equivalent with fewer than 6 points.

The hiring range for this position is $96,526 – $120,658.

Physical Demands

Work is performed in an office environment and requires the ability to operate and troubleshoot standard office equipment, must be able to effectively navigate keyboards, mouses, pointers and other presentation peripherals. Must have the ability to lift and carry small parcels, portable office electronics, packages, and other items, to walk short distances, and drive a vehicle to deliver and pick up materials.

This position is hybrid-eligible following an introductory period, and based on performance and business need.

This position is considered NON-ESSENTIAL and is not required to work when the university is closed.
