SALARY / HOURS / BENEFITS: The starting salary for this position is $80,000 to $85,000, depending on experience. This is a full-time, salaried (exempt) position with competitive benefits.

POSITION SUMMARY

The Human Resources Manager plays a critical role in implementing HR strategy across the organization, which has three worksites—our headquarters at Stanford and two programs at UCSF Benioff Children’s Hospitals in San Francisco and Oakland. With minimal oversight, the Manager collaborates with the Chief Financial Officer (CFO) and our HR managed service providers to oversee all aspects of human resources, employee relations, performance management, and compliance. This role is integral to fostering a positive work culture that aligns with the mission and values of RMHC Bay Area, ensuring we attract, develop, and retain top talent. The HR Manager will drive key initiatives in employee engagement, wellbeing, and diversity, equity, inclusion, and belonging (DEIB), working closely with staff, managers, and leadership to create an inclusive environment where every family, team member, volunteer or partner feels a true sense of welcome, belonging, and safety whenever they experience our people, brand or services.


 

The HR Manager will serve as the primary liaison with our TriNet PEO advisors, BambooHR, legal counsel, and Global HR leaders, ensuring full utilization and ongoing enhancements of employee benefits, education, compliance, and talent management resources, technology, tools, templates, and other capacity-building resources.


 

DUTIES AND RESPONSIBILITIES


Employment Lifecycle Management

  • Lead and manage all stages of the employee lifecycle, from recruitment to offboarding, ensuring the highest level of HR support is provided throughout.
  • Implement effective onboarding and offboarding processes to create a welcoming and smooth transition for all employees.
  • Provide guidance and support to hiring managers, ensuring recruitment practices are inclusive, compliant, and aligned with RMHC Bay Area’s mission and values.
  • Oversee the creation and review of job descriptions, ensuring they are accurate, standardized, and in line with organizational needs.
  • Maintain HR records and ensure compliance with legal and regulatory requirements in both electronic and paper formats.
  • In partnership with our PEO TriNet, manage annual benefits renewal and employee open enrollment processes, liaising with brokers and staff to ensure competitive and effective benefits plans.

 

Employee Relations

  • Act as a primary point of contact for employee inquiries, providing support for conflict resolution and addressing employee concerns promptly.
  • Conduct investigations into potential policy violations, working closely with the CFO and PEO/legal advisors to ensure appropriate actions are taken.
  • In collaboration with the Director of Families and Wellness and Culture Committee, implement programs to foster positive employee relations, such as recognition events, wellness and DEI initiatives, and team-building activities.

 

Performance Management and Workforce Development

  • Manage the annual performance review process, providing support to supervisors and ensuring compliance with organizational standards.
  • In close coordination with CFO, legal, and PEO, advise supervisors on employee performance issues, recommending corrective actions and strategies for employee development and retention.
  • Identify training and development opportunities, either by sourcing external providers or developing in-house training programs, to improve staff skills and job satisfaction.

 

Compliance & Policy Development

  • Collaborate with leadership and PEO/legal advisors to regularly review and update the RMHC Bay Area Employee Handbook to ensure compliance with current laws and regulations.
  • Stay informed about changes in labor laws and regulations at the state and local levels and take immediate action to ensure the organization’s practices remain compliant.
  • Oversee mandatory training programs, including safety, harassment prevention, and compliance courses, to ensure all staff are up to date. Develop in-house training in collaboration with Director of Families and Wellness, area leaders, and managed service providers.
  • Prepare and submit required regulatory reports and ensure compliance with applicable laws.

 

Vendor Liaison & Resource Optimization

  • Serve as the primary liaison with our TriNet PEO and BambooHR vendors to ensure full utilization of available resources, including employee benefits, learning and training assignments, and employee education tools.
  • Partner with vendors to track and monitor employee learning progress across roles, ensuring all training and development opportunities are effectively utilized.
  • Collaborate with vendor consultants to implement best practices, help tools, templates, and other resources that can support RMHC Bay Area’s capacity-building initiatives.
  • Promote a culture of continuous learning and professional development by leveraging these tools to align with the organization’s strategic priority to Prioritize People.

 

Additional Responsibilities

  • Work with the CFO to monitor and maintain RMHC Bay Area’s HR systems, ensuring Imp documentation, data integrity and effective use of HCM/HRIS tools.
  • Provide HR support for special initiatives and organizational changes, ensuring smooth transitions.
  • Maintain confidentiality and discretion when handling sensitive information.
  • Participate in external training and networking opportunities to stay current on HR best practices.
  • Other duties as assigned.

 

QUALIFICATIONS AND PERSONAL CHARACTERISTICS:

  • Excellent attention to detail, strong communication and interpersonal skills, and a high level of integrity.
  • Project management and coordination skills to implement company-wide HR initiatives
  • Excellent judgment in decision-making and explaining their perspective to others.
  • Ability to exercise discretion when meeting with various levels of management and staff. Depth of knowledge in HR protocol, especially around the handling of sensitive matters requiring confidentiality and diplomacy.
  • Demonstrated ability to thrive in a fast-paced and growing crisis-response organization.

JOB REQUIREMENTS:

  • Bachelor’s degree in Human Resources, Business Administration, Behavioral Health, Communications or a related field.
  • SHRM-CP, SHRM-SCP, or similar HR certifications preferred.
  • Minimum of 5 years of experience in human resources, preferably in a senior generalist, employee relations or management position
  • Spanish speaking (bilingual) highly preferred due to the composition of our workforce.
  • Proven experience in HR compliance, employee relations, and recruitment.
  • Comfort interacting with families, staff, and multi-level stakeholders from diverse cultural and economic backgrounds within a semi-medical environment; a commitment to diversity, equity, inclusion, and belonging principles and practices to address bias and inequity
  • Track record of implementing standard employment policies and/or managing one or more major areas in human resources.
  • Proficiency in HCM/HRIS systems and Microsoft Office Suite.
  • Willingness and ability to travel locally when needed.

 

SALARY / HOURS / BENEFITS:
The starting salary for this position is $80,000 to $85,000 annually, depending on experience. This is a full-time, salaried (exempt) position based on a 40-hour workweek. RMHC Bay Area offers a competitive benefits package, including 403(b) with 5% company contributions, health, dental, and vision insurance, and more. This is a full-time position based in the Bay Area. The Manager should expect to be at Stanford headquarters 3 days per week with visits to our Oakland and Francisco worksites, as needed to implement HR priorities.
