Primary Purpose:
This position primarily is responsible for managing and maintaining the SDGE EMS/SCADA computer software. Ensures the system's compliance with NERC CIP requirements. Makes continuous improvement on the EMS/SCADA systems and its applications to ensure the SDGE grid control center has the necessary tools to sufficiently and efficiently operate the SDGE transmission grid. Leads sub-teams of EMS software engineers to develop new, enhanced and improved applications and monitoring software to improve the reliability and availability of the SDGE transmission grid operation.
Duties and Responsibilities:
- Provide technical expertise within an electric transmission operations environment, in analysis, design, and development of Transmission Operations applications and data warehouses. Perform all or part of the following: Configuration Management, User Password Management, Intrusion Detection, System Performance Management, System Backup, Patch Management and Software Release Upgrades to ensure the SDGE transmission grid reliability while maintaining compliance with NERC CIP standards.
- Provide Project management for major EMS implementations.Provide project management for requirements, design, development and implementation of the electric transmission operations applications.Provide technical consulting on projects or system issues.Develop business relationships and integrate activities with other departments to ensure successful implementation and support of project efforts.Effectively work with external entities such as vendors, utilities, WECC, ISO as well as internal teams effectively complete complex and on-going capital projects.Provide guidance to the EMS management team in designing and planning, as well as developing and recommending, standards and guidelines for the future direction of EMS.Review business requests for data and data usage; research corporate data sources for new business data and better sources of data feeds.Manage all Web-related technology through strategic relationships with various functional organizations within Sempra and external technology vendors.Collect and analyze business requirements for large, multifunctional projects.Perform feasibility studies and translate requirements into an appropriate design.Identify conflicting business practices and integration issues and suggest alternative solutions.Foster and maintain good relationships with customers and colleagues to expected customer service levels.Lead a sub-team of EMS engineers to develop new, enhanced and improved software, per Grid Operation Users' request, to improve SDGE's ability in operating its transmission grid efficiently.Evaluate appropriate technology solutions, including EMS software security solutions, for SDGE's Bulk Power Operations.Develop business cases and lead the development, implementation and support for the design and implementation of appropriate technology solutions.Work with various departments to coordinate and support planned system SCADA additions and modification while minimizing system impacts.Business analysis, event modeling, data modeling, logical and physical database design, data acquisition analysis and design, data access analysis and design, archive and recovery strategy, load strategy design and implementation, security, and change management.Evaluate software packages and make recommendations to management.
- Monitor and maintain the SDGE Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS), respond to trouble calls, and troubleshoot/correct SCADA/EMS issues reported by the SDGE Transmission Control Center.Ensure the SDGE SCADA/EMS is up and running 24x7 to allow SDGE operators/dispatchers to have full visibility of all crucial information such as bus voltages, line flows, transformer tap positions and breaker/switch statuses, for the efficient operation of the SDGE Bulk Power Transmission System.
- -Trouble shoot and maintain the ICCP data transfer to the California ISO, the Oracle real-time and reporting databases, the SCADA real-time RTU telemetry system, as well as the Power System Application software, on the EMS, BCC, QAS, DTS and PI on a 24X7 basis, to ensure safe and reliable operation of the transmission grid.
- Provide support in training less experienced EMS engineers to ensure that the team has adequate and knowledgeable manpower to maintain and support EMS systems.Provide guidance to the EMS team in constantly re-evaluating EMS system hardware/software architecture/configuration and propose hardware improvements, as well as the necessary software upgrades to ensure the EMS is on the cutting edge of technology and in compliance with NERC CIP requirements.
- Performs other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Bachelor's Degree (Master's degree is preferred) in Electrical Engineering, Computer Science, Information Systems, or related discipline, or equivalent work experience and technical training.
- 8+ Experience or equivalent training and/or experience in software development and operational support of real-time control systems.
- Must have high level of experience in UNIX Shell Script and C/C++ or JAVA programming.
- Senior level experience in business application design, development, installation, in an online environment.
- Experience designing/implementing relational database solutions.
- Knowledge of project management techniques is required (cross-functional experience is highly desirable). Project management experience including scope of work, time estimation, resource assignment is required. Required
- In-depth knowledge in UNIX (IBM AIX) or Linux, TCP/IP networking, distributed client/server environment and PC windows programming (JAVA, Visual Basics, ODBC, or PowerBuilder.) required.
- EMS/SCADA and/or deep power system knowledge required.
- Strong technical knowledge, with hands-on experience in managing systems development in new computing architectures and environments.
- In-Depth knowledge of architecture of Energy Management Systems is required.
- Must have excellent oral and written communication skills, with the ability to convey information in a clear and concise manner.
- Must be able to work in a fast-paced environment and have effective teamwork skills.
- Excellent problem-solving skills, organizational and interpersonal skills are required.
- Excellent negotiation skills as well as knowledge of business application software, including spreadsheets, are required.
- Must be able to effectively work in a high pressure and complex environment.
- Comprehensive knowledge of problem analysis, structured analysis, and design and programming techniques.
Preferred Qualifications:
- Experience in the industry or in a similar production/service environment.
- Knowledge of real-time power systems modeling and analysis are desired.
- Expertise in SQL programming, PI Data Historian software, relational database implementation and tools (i.e., Oracle, PL/SQL, sqlplus) are highly desirable.
