Position Summary
Job Summary
The HR Specialist is focused on employee relations and compliance and plays a key role in fostering a positive and inclusive work environment. This position is responsible for the intake and investigation of employee concerns involving faculty and staff, as well as providing guidance on policies, procedures, and employment law to support effective employee relations. Additionally, the role ensures university compliance with HR regulations and legal standards, contributing to a workplace where all employees can achieve their full potential. This position will also be cross trained as a Deputy Title IX Coordinator and support the work of Title IX for employees. This position is defined as a non-exempt position under FLSA regulations.
Specific Responsibilities
- Complaint Intake and Management: Lead the intake and management of employee relations reports, including Title VI and VII cases, ensuring timely and accurate documentation. Provide support to Title IX cases as needed.
- Investigations: Conduct thorough and impartial investigations of complaints.
- Employee Relations: Lead employee relations initiatives for faculty and staff, including mediation, performance management, disciplinary actions, accommodation requests, and exit interviews fostering a fair and respectful workplace culture.
- Compliance Monitoring: Ensure the university’s compliance with state and federal employment laws and regulations, including, but not limited to, Act 153, ADA, Employment Eligibility Verification, Immigration, Unemployment Compensation, Worker’s Compensation through data collection, verification, and monitoring.
- Policy Monitoring and Training: Ensure Human Resource policies and procedures remain compliant with changing laws, regulations, and institutional requirements. Manage the rollout and LMS (Safe Colleges) for annual compliance training initiatives.
- Committee Participation: Represent Human Resources on subcommittees such as Enterprise Risk Management and Safety as they relate to matters of employment.
Required Qualifications
Education
A bachelor’s degree in human resources or a related field with at least three years of relevant experience is required. Alternatively, an associate’s degree with five years of experience, or seven years of experience with no degree, will also be considered. Proven experience in managing a progressive disciplinary process, conducting employee relations investigations, and proficiency in report writing are essential.
Experience
Minimum of three years of progressive Human Resource experience is required.

Knowledge, Skills, Abilities
Thorough understanding of employment law. Proficient in conducting fair and thorough employee relations investigations. Must have excellent interpersonal skills and be able to build strong collaborative relationships. Ability to build rapport, maintain confidentiality, and navigate sensitive situations with compassion and professionalism. Requires ability to multi-task and attention to detail. Must have the ability to work independently and to set priorities; but also advocates team concepts and functions as a team member as needed. Uses technology effectively. Demonstrates excellent written and verbal communication skills. Applies analytical skills and principles of rational systems to solve practical problems and deal with a variety of concrete situations where limited standardization exists.

Position requires the ability to stand or sit for extended periods of time. Position requires the ability to move about the campus. Position requires the ability to talk and to hear instruction. Position requires occasional manual dexterity and the ability to use fingers, hands, and arms to feel, handle, and reach. Position requires occasional stooping, crouching, and bending. Position requires the ability to occasionally lift to 10 pounds. Working conditions are indoor.
