Overview
Summary/Objective:
- Responsible for the technical/operational leadership of complex development programs within guidelines set by program manager and customer. Defines, generates and reviews project requirements documentation. Performs technical studies to analyze and refine project requirements. Monitors project to ensure work scope, schedule and budget are within budget are well defined and maintained. Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received. Responsible for conducting performance/project reviews during life cycle of development through production transfer.

- Provide consistent and regular metrics to validate and support Customer SDRLs
- Works closely with program management to adhere to schedule and budget and is accountable for the Profit and Loss.
- Owns development of a set of project planning documents, including Integrated Master Schedules, Integration and Test Plans, Resource Plans, Capital Equipment Plans, and associated documents.
- Develops, builds and maintains technical requirements, risks and compliance matrices.
- Maintains project schedule, provides inputs to develop and report project Estimation at Complete (EAC), report adherence to cost and schedule baselines for project. Provides input for the preparation of baseline change requests, variance reports, and manage resource requests.
- Develops, builds and manages the integrated multi-function program team and represents both the interests of the customer and the business from a technical standpoint.
- Manage an RF subsystem development effort with responsibility for all relevant technical disciplines including RF design, mechanical design, manufacturing, integration and test, and subsystem engineering.
- Interface with Executive Staff and Program Management leadership on all aspects of Design execution.
- Provide technical direction for team, lead trade studies, lead development of design reviews, and anomaly resolution teams. Work with program management and other Project Engineers to meet all project deliveries and to ensure delivered systems meet all customer requirements.
- Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications
- Primary technical interface with the customer
- Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints
Qualifications
Minimum Qualifications
- Bachelor's Degree in Engineering
- 7 years of previous Project Engineering experience and a minimum of 9 years engineering or related experience in design and development.
- Technical standards, principles, theories, concepts and techniques to solve complex professional tasks.
- Negotiating skills, commercial proficiency and conflict resolution.
Preferred Education & Experience
- 10 years of previous Project Engineering experience and a minimum of 12 years engineering or related experience in design and development.
- Active DoD Security Clearance
- Expertise RF/Microwave subsystem design and a working knowledge of related simulation/modeling and verification techniques.
- Knowledge and experience in design, materials, analysis, and qualification of space-flight systems.
- Experience with Hi-Rel or space development programs and space standards.
Salary Range: $130,000 - $201,000 annually (San Diego, CA).
Employees may be eligible for a discretionary bonus in addition to base bay. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
