Essential Functions

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Strategic HR Leadership
    :
    • Collaborate with the President and other senior leaders to develop and execute HR strategies aligned with the College's mission and goals.
    • Collaborate with senior leadership team to ensure HR initiatives support the College's long-term vision.
    • Provide visionary leadership in HR practices, talent management, workforce planning, and organizational development.
  • Talent Acquisition and Management:
    • Oversee the day-to-day operations of the HR department, especially with regard to the recruitment and selection process to attract diverse, highly skilled candidates for administrative, faculty, and staff positions.
    • Implement and refine the College’s NEO (New Employee Onboard) onboarding and orientation program as the principal vehicle to integrate and support new employees into the College community.
    • Develop and manage talent development and succession planning programs across the institution.
  • Employee Relations:
    • Foster and create strategies to ensure a positive work environment by promoting open communication, conflict resolution, and a culture of respect.
    • Develop and implement policies and procedures that comply with federal, state, and local laws and regulations.
    • Lead investigations and resolutions of employee relations issues and complaints, ensuring the maintenance of records, and engaging external legal counsel for review, as needed.
    • Responsible for facilitating productive faculty, staff and labor relations including participation for the negotiation and implementation of collective bargaining agreements, as well as handling all filed union grievances;
  • Compensation and Benefits:
    • Manage compensation and benefits programs, ensuring competitive and equitable pay structures.
    • Manage all aspects of benefits administration, including benefits enrollment, claims to process, and customer service. In addition, create programs that encourage employee health and wellness.
  • Learning and Development:
    • Collaborate with academic departments to identify professional development needs for faculty and staff, including the regular deployment of a Jackson College Leadership Academy.
    • Implement training and development programs to enhance employee skills and promote career growth.
  • Performance Management:
    • Develop and maintain an effective performance appraisal system that supports employee growth and accountability of all employees.
    • Ensure effective performance evaluations and feedback processes for all employees with proper documentation of same.
    • Oversee the Performance Management Process by tracking employee progress toward organizational goals. This includes evaluating employee performance, informing employees about their strengths and weaknesses, outlining development opportunities for improvement, and providing feedback on performance.
    • Actively coach and support supervisory staff on performance management issues;
Employee Relations:
  • Conduct an annual institutional college culture appraisal and recommend strategies for improvement to the President and Leadership Council.
  • Facilitate resolution of employee concerns and grievances.
  • Promote a positive and respectful workplace culture.
  • Diversity, Equity, and Inclusion:
    • Promote and support diversity, equity, and inclusion initiatives throughout the College.
    • Develop and implement strategies to enhance diversity recruitment and retention efforts.
  • HR Technology and Data Analytics:
    • Utilize HR technology and data analytics to make informed decisions and improve HR processes and employee successes.
    • Ensure data privacy and security compliance in concert with the College’s IT Departments.
  • Compliance and Reporting:
    • Stay updated on employment laws and regulations and ensure college compliance.
    • Prepare and submit required reports to regulatory agencies as required.
    • Serve as the College’s Equal Employment Opportunity Compliance Officer, ensuring the College meets its commitment to Equal Access/Equal Opportunity and maintains a work environment free of discrimination and is supportive of a diverse, multi-cultural workforce and student body
    • Serves as the college’s Title IX Coordinator;
  • Budget Management:
    • Develop and manage the HR department's budget efficiently

SUPERVISORY RESPONSIBILITIES:
This position must carry out supervisory responsibilities in accordance with the College's policies, labor agreement and applicable laws. The CHRO directly supervises the Director of Human Resources and other HR staff.

CONTACTS AND PURPOSE OF CONTACTS:
Internal: Frequent contact with staff at levels in various campus departments in an information gathering and problem-solving capacity.

External: Contact with students, community leaders, directors, and members of professional organizations as a representative of Jackson College.

 

Minimum Qualifications

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required for the position. Education and/or Experience


  • Master’s degree in an area related to Labor Relations, Human Resources Management, Business Administration, or Education Administration, and a minimum of six (6) years of progressively responsible Human Resources experience;
  • This position must minimally have a strong background in the area of Human Resource Management, and experience in labor relations and union negotiations;
  • Strong knowledge of employment laws and regulations at the federal, state, and local levels;
  • Exceptional leadership and communication skills, with the ability to work collaboratively across all levels of the organization;
  • Demonstrated commitment to diversity, equity, and inclusion;
  • Strong analytical and data-driven decision-making skills;
  • HR certification (e.g., SHRM-SCP, SPHR) is highly desirable – if not currently certified, must be willing to become certified.
  • Excellent organizational and project management abilities.
  • Proficiency in HRIS and other HR-related software.
  • Excellent written and verbal communication skills.
  • Experience in an educational or community college setting is preferred.

Cultural Skills
Ability to work effectively in a multi-ethnic/multi-cultural environment with students, faculty, staff, and applicants. The CHRO must also have an appreciation for, and ability to work effectively, with persons of different cultural contexts and socioeconomic backgrounds.

Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. The CHRO must have the ability to respond to common inquiries or complaints from employees, regulatory agencies, or members of the community. Ability to write speeches and articles for publication that conform to prescribed style and format. The position requires the ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills
The CHRO must have the ability to work with mathematical concepts such as probability and statistical inference and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. The post requires the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
